Depository Library Council

Gwen Sinclair is the Chair of the Government Documents & Maps Department at the University of Hawai‘i at Mānoa Library in Honolulu and has 24 years of experience as a Government information librarian. She is an active member of the American Library Association’s Government Documents Round Table (GODORT) and the Hawai‘i Library Association. She is an adjunct faculty member in the University of Hawai‘i at Mānoa Library and Information Science Program and is the author of the open textbook Government Information: A Reference for Librarians in Hawai‘i. Gwen received both of her master's degrees, in Library and Information Science and Geography, from the University of Hawai‘i at Mānoa. She has a BA in German from Trinity University.

Angela J.A. Kent is the Sr. Manager, Records and Information Management at LyondellBasell’s. She previously worked in Federal depository libraries. She served as Head of History Research Centers (Special Collections) at the Houston Public Library. Prior to that position she served as the Head of Reference and FDLP Co-Regional at the Texas State Library and Archives Commission.

Joshua Finnell is a professor and head of research & instruction in the University Libraries at Colgate University. He leads research and instruction initiatives in the University Libraries at Colgate University in Hamilton, NY, with a focus on data policy, infrastructure, and training. In collaboration with Will Cipolli, associate professor of mathematics, he co-founded the Colgate University Data Science Collaboratory. Previous to Colgate, Joshua worked as a data librarian at Los Alamos National Laboratory, a humanities librarian at Denison University, and a clinical outcomes research coordinator at the Washington University School of Medicine in St. Louis. His research has received grant funding from the Institute of Museum and Library Services, the Central New York Humanities Corridor, the Central New York Libraries Resources Council, and the Picker Interdisciplinary Science Institute at Colgate University. His work has been published in SCRIPTed: A Journal of Law, Technology & Society, Digital Library Perspectives, Planetarian, and International Information & Library Review. Joshua has served on the programming committee for Digital Library Forum, the Web Archiving and Digital Libraries Workshop and Joint Conference on Digital Libraries, and the Research Data Access and Preservation (RDAP) Summit. He currently serves on the Advisory Board of The Data Discovery Collaboration.

Angela Bonnell has been the Head of Government Documents at Illinois State University’s Milner Library for more than 20 years. She is an active member of the American Library Association’s Government Documents Round Table (GODORT), where she has served on a variety of committees, most recently as the Chair of the Rare and Endangered Government Publications (REGP) Committee. She is also a council member on the Illinois Government Depository Council (IGDC). She earned her MLIS from the University of Wisconsin–Madison and an MS in history from Illinois State University. She has published and presented on the use of Government information in the nineteenth and early twentieth centuries, Government document’s use studies, and civic engagement in academic libraries.

Sarah Erekson is the Regional Government Documents Librarian at the University of Florida’s George A. Smathers Libraries. She oversees Government documents collections undergoing cataloging as part of the shared print repository for the state of Florida. She works to create accessible Government information collections within the Southeast National Collection Service Area, through collaborative agreements such as the ASERL Centers of Excellence, Preservation Stewardship, and Shared Regional Collections. She coordinates with selective depository libraries in Florida, Puerto Rico, and the U.S. Virgin Islands. Previously she was a Government Information and Municipal Reference Librarian at Chicago Public Library. She is also active in the American Library Association’s Government Documents Round Table (GODORT), the Florida Library Association, and the ASERL Collaborative Federal Depository Program Oversight Committee.

Charlie Amiot is poised to leverage her extensive knowledge and zeal for public access to legal information. Her love for the fusion of traditional and emerging library technologies, alongside her commitment to preserving and advancing open access to Government information, make her a genuine and passionate voice in the library community. Amiot holds a Juris Doctor from Texas A&M University School of Law, Master of Library and Information Science from the University of Washington iSchool, and a Bachelor of Arts in Anthropology from Florida State University. Her authorship includes Congressional Research Service Products: Purpose and Legislative Histories, and two state document bibliographies.

Lisa DeLuca is the Assistant Dean of Public Services and Associate Professor at Seton Hall University Libraries. DeLuca is an academic library administrator focused on campus collaborations, scholarly communication, and research innovation with students, faculty, and the Seton Hall community. She has created and co-manages the Data Services team with Dr. Sharon Ince. She is an experienced project manager for campus wide strategic planning and software implementations. As a Social Sciences librarian, DeLuca linked academic audiences with appropriate, open-source research tools. Her research interests include Government information, open data, and civic technology. She has presented and published about using the available content in over 370 FOIA Libraries as a springboard for civic engagement. She has published in Presidential Studies Quarterly, Government Information Quarterly, and Collection Management.

Elissa A. Lawrence is the Government Documents Librarian and Regional Depository Coordinator at the State Library of Ohio. In addition to providing guidance to Ohio’s 49 selective depository libraries and performing all duties associated with managing the state library’s own Federal depository collection, she also provides general reference services and catalogs Ohio’s state government documents. She has previous experience as a library assistant for the Ohio Department of Rehabilitation and Correction and as a school library media specialist. She is currently a member of REGIL (Regional Government Information Librarians). Lawrence earned her Master of Library and Information Science from the Kent State University School of Library and Information Science and Bachelor of Science in Early Childhood Education from Ohio University.  

Stephani (Nia) Rodgers is the Public Affairs Research Librarian at Virginia Commonwealth University’s Cabell Library. Nia works with faculty, students, and staff in the Political Science Department, The Robertson School of Media and Culture, and the L. Douglas Wilder School of Government and Public Affairs to support their research and learning needs. She provides classroom instruction sessions as well as one-on-one consultations. Rodgers coordinates the VCU Libraries' Government document collections and has a great interest in providing public access to Government information. Her research interests include access to Government documents, national security, intellectual freedom, and open access. She is the creator of the Civil Discourse podcast.

Andrea Stelljes is the Librarian/Depository Library Coordinator in the Business, Science and Government Documents Department at Hennepin County Library—Minneapolis Central. Andrea started her career with Hennepin County Library in 1997 and transferred to the Government Documents Department at Minneapolis Central Library in 2011. She has been the Depository Library Coordinator since December 2016 and completed the FDLP Coordinator Certificate Program in 2017. Andrea has extensive experience managing and creating access to library collections and providing information services to a diverse population in a large urban public library. In 2022, she was a member of the Task Force on a Digital Federal Depository Library Program. Previous experience includes several years working at the Minnesota Legislative Reference Library assisting users with legislative history and public policy research. Andrea has a BA in Humanities from St. Catherine University and an MLIS from Dominican University School of Information Studies.

Melanie Sims is the Access Services and Government Information Librarian at Louisiana State University, Paul M. Hebert Law Center. She serves as the Depository Coordinator for both Federal and state documents. Sims is an active member of the profession, and she currently serves on committees in both the American Association of Law Libraries Government Documents Special Interest Section (GD-SIS) and the American Library Association’s Government Documents Roundtable (GODORT). Sims is committed to providing permanent open access to Government information through participation in the GPO Preservation Steward program and the ASERL Collaborative Federal Depository Program. Sims is a Past President of the Louisiana Library Association.

Michael Cerbo serves as the Head of Government Publications, the Head of Metadata and Content Management, and the Chair of the Technical Services Department at the University of Rhode Island. With more than twenty-five years of experience in an academic library setting, Cerbo’s responsibilities include Government publications, metadata management, electronic resource control, and technical and public services. Cerbo is currently serving in the leadership roles of faculty, staff, and student management, as well as budgetary and policy responsibilities. 

Malwina Bardoni Cross is the head librarian at the U.S. Census Bureau. She is also a member of the American Library Association’s Government Documents Round Table (GODORT). Previously she has worked at various Government agencies, such as the Smithsonian African American History and Culture Museum, U.S. Naval Academy Museum, and the National Archives and Records Administration.

Ariella Mason is the Special Collections Coordinator for the Fresno County Public Library. This department includes a Federal and State Government Document Repository, a subregional Talking Book Library with the National Library Service, and a Heritage and Genealogy Center housing the California State Collection for the Daughters of the American Revolution, among many other resources. While new and very much an accidental Government information librarian, Ariella brings years of public service and a passion for providing access to information for all community members.

Jonathan Underwood is an Assistant Professor and the Database Management and Government Documents/Reference Librarian at Tuskegee University. In this role, he assists students, faculty, and staff in effectively locating and utilizing Government information. He troubleshoots and resolves access issues for electronic resources; assists with the acquisition, renewal, and licensing of databases; and collaborates with Library IT to manage EZproxy. Previously, he served as the Information Literacy, Reference, and Distance Education Librarian, where he developed and prepared information literacy classes for both undergraduate and graduate students while also providing reference and research assistance to students, faculty, and staff. He served in the United States Air Force at various locations worldwide and is a Desert Storm combat veteran.
