The purpose of the Biennial Survey is to report on conditions in the depository libraries. Required by law (44 USC §1909) the Biennial Survey gathers data from all the depository libraries every 2 years.

The Federal Depository Library Act of 1962 increased to two the number of depository libraries permitted per congressional district, added libraries from independent Federal agencies, authorized establishment of regional depositories, and provided for distribution of non-GPO publications.
