2019 Biennial Survey: Updated Preview Questions Available & Reminders

The 2019 Biennial Survey of Depository Libraries opens on September 23, 2019. All libraries are required to complete this survey by November 18, 2019.

We have a few reminders for libraries:

First, the survey submitter must have the library's FDL number and Federal Depository Library Program (FDLP) password in order to log in to FDLP.gov and get the link to the survey. If you are unsure of what your library’s password is, the Depository Coordinator listed in the Federal Depository Library Directory (FDLD) may request information on your library's password through askGPO. Select “Federal Depository Libraries” as the category and “Passwords” as the sub-category. If the Depository Coordinator listed in the FDLD is no longer the Coordinator, please indicate that in the askGPO inquiry.

Second, before logging in and opening the survey, we recommend that you answer questions and have them reviewed and approved by your library administration. A revised 2019 Biennial Survey Preview document is available to assist. Revisions made to the Preview as announced on August 28 include:

  • Revised instructions.
  • Additional option added for digital-only libraries for Question 9.
  • Clarification about how to fill out regional email addresses when a library has two regionals.
  • Clarification that a library will receive an email copy of their submissions as well as a PDF version (if they so choose).

The Biennial Survey of Depository Libraries is the means by which depository libraries report their conditions to the U.S. Government Publishing Office (GPO). It is administered in odd numbered years, and response is required by law. The Superintendent of Documents, under the direction of the GPO Director, is responsible for administering the "Biennial Survey of Depository Libraries" as required by 44 U.S.C. §1909. Data from the survey is used to administer the FDLP, to identify new trends, and to assist in the assessments of the conditions and services of Federal depository libraries.
