White House IT Security Rules & Links Accessible Via the CGP (Recent Error “Forbidden” or 403 Forbidden)

GPO recently implemented stricter security rules in response to the White House, Office of Management and Budget (OMB) memorandum M-15-13, “A Policy to Require Secure Connections across Federal Websites and Web Services.” This new policy does not permit direct browsing of the server directory structure. Instead, users must access server content via a “landing page” or script.

This new policy affects online serials and mulit-part publications (archived on permanent.access.gpo.gov) that are accessible via the Catalog of U.S. Government Publications (CGP).

GPO is working to ensure that all browsing of content is migrated to a landing page and all forbidden errors are resolved. We apologize for any inconvenience, and we ask that if you encounter broken links (PURLs) during a search of the CGP, please contact us via askGPO.
