Davis Bacon Wage Determinations

Since March 2011, the U.S. Government Printing Office (GPO), the National Technical Information Service (NTIS), and the Department of Labor’s Wage and Hour Division have been partners to provide permanent public access to the Davis Bacon information on the Wage Determinations Online (WDOL) site. Prior to this partnership, Davis Bacon information was available on both the WDOL site and GPO Access. The agreement with the Department of Labor allowed GPO to end this duplication of effort and direct users to WDOL.

The WDOL site, which was launched in 2003, provides a one-stop shop for users to obtain Service Contract Act (SCA) and Davis-Bacon Act (DBA) wage determinations. NTIS is responsible for the coordination and maintenance of WDOL. The Department of Labor is responsible for ensuring that wage determinations are revised and information regarding those revisions is provided to NTIS so that the databases can be updated weekly.

The DBA requires that any contract over $2,000 to which the United States or the District of Columbia is a party for the construction, alteration, and/or repair of public buildings or public works contain a clause setting the minimum wages to be paid to various classes of laborers and mechanics employed under the contract. In addition, Congress added prevailing wage provisions to approximately 60 statutes which assist construction projects through grants, loans, loan guarantees, and insurance. The Department of Labor determines the local prevailing wage rates.

There are multiple ways to access the current Davis Bacon Wage Determination on the WDOL site. The determination may be:

  • Searched by wage determination number
  • Searched state, county, and construction type
  • Browsed by state

The WDOL site also contains archived Davis Bacon wage determinations back to 2000. These archived determinations are searchable by wage determination number. A list of determinations due to be revised is available as well.

In addition to the Davis Bacon wage determinations, the WDOL site contains the Service Contract Act (SCA) wage determinations, current and archived. The SCA requires prevailing compensation for employees performing work for contractors and subcontractors on service contracts with the Federal Government and the District of Columbia.

For users interested in a particular Davis Bacon or SCA wage determination, the site offers an email notification service when the determination has been changed. Other features of the site include:

  • A user’s guide
  • A library of links to sites on Federal acquisitions, labor standards, and compliance requirements
  • A list of labor advisors at major contracting agencies
  • An email form for questions
