Implementing the Regional Discard Policy: Read All about It!

  • The staff at the U.S. Government Publishing Office (GPO) has been working to increase communication with the FDLP community regarding the Regional Discard Policy. In June 2016, a webcast was shared with the FDLP community called, “Regional Discard Policy Implementation: A Phased Approach.”

    On July 11, 2016, GPO released the “Implementing the Regional Discard Policy” project page on FDLP.gov. This web page contains background information on the topic, a timeline and milestones section with linked documents and resources, and a list of past resources related to the policy, such as past conference presentations and newsletter articles.

    The new web page serves as the primary communication vehicle for all things regional discard implementation and will be updated regularly as new information is shared.

    Simultaneously on July 11, an information packet for each regional depository coordinator was emailed from Laurie Hall, Acting Superintendent of Documents. This packet included links to:

    • An explanatory letter from Laurie Hall – an invitation to discard
    • The Regional Discard Policy
    • The 1st list of titles eligible for discard
    • A draft Memorandum of Agreement for Preservation Stewards
    • Frequently Asked Questions
    • Draft instructions for submitting discard requests to GPO

    The contents of this packet are also available on the project page on FDLP.gov.

    As part of the implementation of the policy, GPO is recruiting libraries (both regionals and selectives) to serve as Preservation Stewards. These libraries, under a Memorandum of Agreement with GPO, will retain all or a portion of discard-eligible depository resources, taking on responsibilities for preserving depository materials that are preservation copies of record. Identifying Preservation Stewards will allow GPO to ensure that preservation copies of record will be in geographically dispersed locations in the United States, as required by the Joint Committee on Printing.

    On August 2, GPO hosted a virtual discussion on Preservation Stewards, which had 55 participants. The recording of the discussion, along with the slides and a transcript of the audio, are all available. If you are interested in your library serving as a Preservation Steward, please let GPO know by submitting a comment form.

    On August 23, GPO hosted a webinar, “Implementing the Regional Discard Policy: Updates and Q&A.” This recording of this webinar, slides, and an audio transcript are also available.

    Stay tuned to FDLP.gov and your FDLP News and Events emails for continued updates on the implementation of the Regional Discard Policy. GPO and the Depository Library Council will also be discussing this implementation at length at the upcoming fall 2016 Depository Library Council Meeting & Federal Depository Library Conference.
