The U.S. Government Printing Office (GPO) was directed by the Joint Committee on Printing (JCP) to determine the extent to which public access via the FDLP may be impaired by current or projected organizational, financial, technological, or other conditions affecting regional depository libraries. The study was to be delivered to the JCP on or before June 1, 2008.

GPO completed the report, Regional Depository Libraries in the 21st Century: A Time for Change?, and received comments from the depository library through June 30, 2008. GPO is now reviewing all the comments and working on the final report to submit to the JCP.
