			<title>GPO and Cornell University Law School Open Government Initiative Project</title>

			<description><![CDATA[<p>The U.S. Government Printing Office (GPO) and Cornell University Law School are beginning a year-long pilot project to evaluate a conversion process of the Code of Federal Regulations (CFR) into XML (extensible markup language) format. The CFR is the codification of general and permanent rules published in the Federal Register by the executive departments and agencies of the Federal government. The Cornell Legal Information Institute will convert various titles into XML and make them accessible on the university’s Web site for research.</p>
<p>GPO and Cornell will apply lessons learned from this pilot project to find ways of providing public openness to government documents. This information will be shared with members of the Federal Depository Library Program (FDLP).</p>

			<title>GPO Works During Snowstorms &amp; Government Closings to Produce White House and Congressional ...</title>

			<description><![CDATA[<p>As the Washington, D.C. area measured the snow by the foot and struggled to dig out after two devastating snowstorms, employees at the U.S. Government Printing Office (GPO) braved the elements to print important materials for The White House and Congress. Even after the Federal Government closed, more than 200 GPO employees, which included plant workers, police officers and facility crews, traveled from distances as far as Baltimore, Maryland and Richmond, Virginia to produce <em>The Economic Report of the President</em>.</p>
<p>These efforts by employees ensured this job for President Barack Obama was completed on time. GPO employees also produced and delivered the <em>Congressional Record</em> and the <em>Federal Register</em>.</p>

			<title>Administrative Notes Ceases Publication</title>

			<description><![CDATA[<p>As the Federal Depository Library Program continues its evolution to an increasingly digital, dynamic environment, the U.S. Government Printing Office (GPO) is ceasing publication of Administrative Notes (AdNotes) in lieu of real-time updates through the FDLP Desktop.</p>
<p>AdNotes began in 1980 to inform the depository library community of policies, procedures, and news relating to the Federal Depository Library Program. It was first published in paper and and distributed to all libraries in regular depository shipments, along with an annual microfiche cumulation.</p>
<p>The <a href="http://www.fdlp.gov/index.php?option=com_docman&amp;task=doc_download&amp;gid=1169">final issue of AdNotes</a>, which covers from September-December 2009, is available on the FDLP Desktop.</p>
<p>Historical editions of AdNotes (1996 through 2009), including the searchable cumulative table of contents, are archived in PDF format in the <a href="http://www.fdlp.gov/index.php?option=com_docman&amp;task=cat_view&amp;gid=218">FDLP Desktop’s file repository</a>.</p>
<p>GPO would like to commend Marian MacGilvray (an Administrative Librarian from GPO's Office of Education and Outreach and recent retiree) for her meticulous work as the editor of AdNotes during the past 30 years. GPO applauds Marian for her extraordinary efforts in making AdNotes such a success and an essential resource for all Federal Depository librarians.</p>]]></description>

			<title>Public Printer Visits Drake University Libraries</title>

			<description><![CDATA[<p>The Public Printer, Bob Tapella, recently visited two Federal depository libraries in Des Moines, Iowa. At Drake University’s <a target="_blank" href="http://library.drake.edu/pages/government-documents">Cowles Library</a>, Mr. Tapella visited a traveling Abraham Lincoln exhibition, “Abraham Lincoln A Man of His Time, A Man for All Times.”  While at Drake University’s Opperman Law Library, he viewed the home of the <a target="_blank" href="http://www.law.drake.edu/students/docs/nbaArticle.pdf">National Bar Association Archives</a>. Both libraries house their own depository collections and the Public Printer was glad to see the collections were well taken care of by the depository library staff. The two libraries are the largest depository libraries in Des Moines.</p>
<p>Mr. Tapella was in Iowa to give the keynote address at the “Printing Royale – 25th Anniversary Gallery of Printing Excellence Banquet”, hosted by the Printing Industries of the Midlands and the Midwest Printing and Graphics Association. The event was part of a nationwide celebration of International Printing Week, which is an annual celebration to develop public awareness of the printing/graphic arts industry. The week long celebration coincided with Benjamin Franklin’s birthday, January 17th.</p>

			<title>WEBTech Notes Update</title>

			<description><![CDATA[<p>In October 2009, the <a href="http://www.fdlp.gov/webtechnotes">WEBTech Notes (WTN) application</a> relaunched, and subsequently, publication of Administrative Notes, Technical Supplement (ANTS) ceased.</p>
<p>An in-depth review of all records within WTN was performed to remove duplicate entries and correct miscellaneous errors. In addition, a final bulk batch of records (totaling 175) was uploaded on January 7, 2010. All updates will now be made to the Web-based system. Subscribe to the <a href="http://www.fdlp.gov/home/rss/feed/14">WTN RSS feed</a> and be notified as changes occur.</p>
<p>Training videos are being developed that supplement the information on the <a href="http://www.fdlp.gov/collections/collection-maintenance/webtechnotes/help">WTN help page</a>. Moreover, community suggestions and feedback received during the beta period have been reviewed and are currently under development.</p>
<p>As these features are activated, announcements will be made through the FDLP Desktop.</p>]]></description>

			<title>GPO Modifies PURL Referrals Reporting</title>

			<description><![CDATA[<p>GPO provides statistical data on a monthly basis that reports the volume of click-throughs by both domain and IP address to online Federal resources through GPO's PURL server. In 2009, Federal depository libraries expressed concerns that the referral statistics were being under-reported. Based on community concerns, GPO evaluated the PURL referral process to determine if abnormalities existed.</p>
<p>After examining the log files, GPO has determined that its PURL referral statistical reporting process was indeed correct based on the definition of a referral. A referral is the URL of a previous item which led to this request; however, after examining the log files and talking with members of the depository library community, a new solution has evolved to report PURL referrals.</p>
<p>As we investigated the PURL system log files, it was determined that a majority of our traffic had no referrer. The referrer field is an optional part of the HTTP request that is sent by a browser to a Web server. There are many reasons why our traffic logs would not contain referral information, including:</p>
<ul>
<li>Requests originate from a proxy server that filters referrals</li>
<li>Browsers are not passing referrers or set not to pass referrers by users</li>
<li>PURLs are being accessed from browser bookmarks</li>
<li>PURLs are being accessed from links within email </li>
</ul>
<p>Based on our examination of the logs and understanding of the evolution of Internet technologies, GPO has modified its PURL referral parsing script to examine statistics based on the remotehost in order to determine if the request contains either a referrer and/or user-agent. If neither is detected, these requests are considered to be a link validator and ignored. GPO recognizes that there will be ro(bots) that have a referrer and remotehost and will, therefore, be included in our statistical output. We are asking libraries to identify their bots when totaling figures for their institution.</p>
<p>GPO will use the modified PURL referral method for future reporting. Files will be disseminated in comma separated value (csv) format in the <a href="http://www.fdlp.gov/index.php?option=com_docman&amp;task=cat_view&amp;gid=249">file repository</a>. Libraries will be responsible for extracting their institution’s click-throughs from the domain/IP list contained in the csv.</p>

			<title>CFR in XML on FDsys</title>

			<description><![CDATA[<p>GPO is pleased to announce that the Code of Federal Regulations (CFR) has been converted into XML (extensible markup language) and is now available via GPO’s <a target="_blank" href="http://www.fdlp.gov/index.php?option=com_weblinks&amp;view=weblink&amp;id=169&amp;catid=68">Federal Digital System</a> (FDsys).</p>
<p>Currently, the CFR is available from 2007 to present, and volumes dating back to 2000 will be added over the next few months.</p>
<p>The CFR in XML is also available from the Government’s new site for Government data: <a target="_blank" href="http://www.fdlp.gov/index.php?option=com_weblinks&amp;view=weblink&amp;id=275&amp;catid=143">DATA.gov</a>.</p>]]></description>

			<title>December 2009 Update of the Federal Depository Library Handbook (FDLD)</title>

			<description><![CDATA[<p>The December 2009 revision of the Federal Depository Library Handbook (FDLH) is <a href="http://www.fdlp.gov/index.php?option=com_content&amp;view=category&amp;id=56:handbook&amp;Itemid=39">now available</a>.</p>
<p>There are major revisions to Chapter 7 (Public Access Assessments) and Chapter 11 (Collaborative Efforts). Chapter 7 was revised and renamed to reflect an emphasis on depository cooperation and Public Access Assessments. Chapter 11 was revised and renamed to bring greater focus on partnerships.</p>
<p>All depository coordinators are advised to review these chapters for changes that may affect their depository operations.</p>
<p>The Handbook is integrated into the FDLP Desktop and will be updated as necessary based on changes in the Program and community input. Users will need to consult the change log in Appendix F to determine all the revisions made to the Handbook.</p>
<p>The Handbook can now be viewed as HTML pages, or users can create a PDF copy of individual chapters by simply clicking the PDF icon at the top of each page.</p>
<p>The date that each chapter was created and last revised is also now readily available to users. These dates appear on the top of each HTML page and are included in any PDF versions created by the user. Since the Handbook is now an integrating resource, users should take note of the revision dates on each chapter and compare them to any PDF copies that may have previously been printed to be sure the most current version is being consulted.</p>]]></description>

			<title>Public Printer Visits the American Antiquarian Society </title>

			<description><![CDATA[<p>The Public Printer of the United States visited the state of Massachusetts in early December. First up on his visit was a trip to the American Antiquarian Society (AAS) in Worchester, MA. The AAS was the first designated depository library in the United States, getting special attention in 44 USC § 1908, which specified that certain government publications should be deposited in the AAS. That was back in 1814; 195 years later they continue to receive FDLP material.</p>
<p>Mr. Tapella visited with Ellen Dunlap, President of AAS, David Whitesell, Curator of Books, Thomas Knoles, and Marcus A. McCorison Librarian (pictured with portrait of founder Isaiah Thomas). During the visit the Public Printer learned about the founder of the AAS, Isaiah Thomas, and about the collections and programs of the AAS. The library's collections document the life of America's people from the colonial era through the Civil War and Reconstruction. 			<description><![CDATA[<p>There are two ways for Federal depository libraries to access the National Climatic Data Center Online Document Library.</p>
<ol>
<li>If your library has a .edu, .gov, .mil, or .us domain extension, you may gain access to the database without a login and password. Please be advised that the URL for this access has changed to: <a target="_blank" href="http://www7.ncdc.noaa.gov/IPS">http://www7.ncdc.noaa.gov/IPS</a> .</li>
<li>If your library is accessing this resource through the depository username and password, nothing has changed. The URL is still the <a target="_blank" href="https://nes.ncdc.noaa.gov/sub-login.html">same</a>. The username and password are also still the same.</li>
