			<description><![CDATA[<p>GPO is pleased to announce the kick-off of the Cataloging Record Distribution Pilot. Due to the overwhelming response from the FDLP community, GPO has expanded the pilot to include 49 libraries. Participating libraries will receive GPO bibliographic records distributed from GPO's Integrated Library System (ILS).</p>

			<title>WEBTech Notes Application Release</title>

			<description><![CDATA[<p><img style="margin-left: 10px; float: right;" class="imgborder" alt="WEBTech Notes Application Release." src="http://www.fdlp.gov/images/stories/misc/webtech-release.png" width="300" height="504" />The U.S. Government Printing Office (GPO) has relaunched <a title="WEBTech Notes." href="http://www.fdlp.gov/component/webtech/">WEBTech Notes</a> on the FDLP Desktop. WEBTech Notes is designed to support the management of Federal depository library collections. Federal depository libraries can use WEBTech Notes to search, browse, and view updates to Superintendent of Documents classification numbers and List of Classes information.</p>
<p>Contrary to previous renditions of WEBTech Notes, the relaunched application features the ability for GPO staff to create records and make updates to those records in order to provide Federal depository libraries the ability to easily track changes to Federal publications. Records may be viewed online, but also exported in HTML or comma separated value (CSV) formats. An RSS feed is available to keep users automatically informed of additions and modifications.</p>
<p>In addition to the ability to edit WEBTech Notes records, the relaunched application features a browseable list of date descending records, which can be searched and resorted. Advanced browse and search features are also available for more refined results. The advanced search feature contains the same functionality as the previous version of WEBTech Notes. Advanced browse features include the ability to search for added and modified records within a date range or on/before/after a specific date.</p>
<p>As part of the dynamic updating of WEBTech Notes, GPO has ceased publication of Administrative Notes, Technical Supplement (ANTS). All future updates will be made to the Web-based system. A final print version of ANTS was released as Volume 15, no. 11-12, November – December 31, 2008.</p>
<p>Currently, WEBTech Notes includes data from 1991 through ANTS Volume 15, no. 11-12, November – December 31, 2008. A final batch add of records will occur in the near future that covers materials that were not published in the last ANTS release. Once GPO staff has been trained and are comfortable using the new system, updates will begin on a real-time basis.</p>
<p>A <a title="WEBTech Notes Help Page." href="http://www.fdlp.gov/component/webtech/help">help</a> page provides additional information on the various features of WEBTech Notes as well as search tips and strategies. For example:</p>
<p>To retrieve the most recent updates to the List of Classes for new item numbers, go to the advanced search page and use the "Browse Records by Category" feature. to select the "Updates to the list of classes, new item numbers (UN)" category and hit the "Submit" button. Results will be listed in date descending (newest to oldest) order.</p>
<p>Additional training resources are being developed by GPO for depository library staff.</p>]]></description>

			<title>Bibliographic Record Distribution to FDLP Libraries</title>

			<description><![CDATA[<p>In March 2009, GPO received funding from H. R. 1105, the Omnibus Appropriations Act of FY 2009 (P. L. 111-8). This law funds several important initiatives, including those of the Cataloging and Indexing Program (C &amp; I). Among those initiatives is a project to enhance the services GPO provides to members of the FDLP and the public.</p>
<p>GPO has contracted with MARCIVE, Inc. for a pilot project for the FDLP. A small selection of Federal depository libraries will be recruited to participate in this pilot program in which GPO bibliographic records will be distributed from the Integrated Library System (ILS) to these libraries. The libraries, in turn, will use these records to populate their online catalogs, thus creating greater access to tangible documents in depository collections and electronic documents available from U.S. Government Web sites.</p>
<p>GPO’s goals for this project are to:</p>
<ul>
<li>Implement a documented and well supported solution that interfaces with GPO’s systems (legacy and new) to ensure the automatic dissemination of bibliographic records to FDLP libraries;</li>
<li>Deliver bibliographic records that satisfy FDLP customer needs;</li>
<li>Provide automated communication mechanism to alert users of distributions;</li>
<li>Establish an automated delivery solution that works; and</li>
<li>Establish and fully document a process to sustain the solution in conjunction with GPO’s operations.</li>
</ul>
<p>Details of this pilot will be forthcoming, including information on how to participate. GPO staff are excited to bring this project to depositories, as this is another step in providing the public with enhanced access to Government information.</p>]]></description>

			<title>Z39.50 Download Limit Increased</title>

			<description><![CDATA[<p>Library Services and Content Management (LSCM) is pleased to announce a ninety-day pilot that increases the z39.50 per session limit to 10,000 for download and retrieval of records from the Catalog of U.S. Government Publications (CGP), effective October 1, 2009. The existing z39.50 password will remain in place for the duration of the pilot.</p>
<p>The pilot is an incremental step in increasing access to bibliographic records in the CGP via z39.50, raising the per session limit for depository libraries. For the length of the pilot, LSCM automation librarians will closely monitor the effect of the ten-fold limit increase on the ILS servers. Although this is not anticipated, the pilot can be ended at any time should the ILS servers show extreme adverse effects from the increase in activity.</p>

			<title>Classification Change for Publications from the Congressional Oversight Panel</title>

			<description><![CDATA[<p>LSCM recently contacted the Congressional Oversight Panel for Economic Stabilization to clarify their official name. Earlier documents issued by the Panel had their name as being the Congressional Oversight Panel for Economic Stabilization. LSCM staff created the Superintendent of Documents classification number based on that name (Y 3.2:EC 7/). Later documents issued by the Panel then began to carry the shortened name (Congressional Oversight Panel), which LSCM interpreted as a name change and thus the class was changed to Y 3.2:OV 2/.</p>
<p>After extensive communications with the Panel, LSCM was able to ascertain that the official name of the Panel is the Congressional Oversight Panel which necessitated a final change in SuDocs class to Y 3.2:C 76/3. The item number has not been changed. LSCM staff has completed the following actions:</p>
<ol>
<li>The name authority records have been changed to reflect the official name. </li>
<li>OCLC and <a target="_blank" href="http://www.fdlp.gov/component/weblinks/68/25">CGP</a> bibliographic records have been updated to indicate the correct SuDoc classification numbers for all documents received to date, which are listed in the table below.</li>
<li>This information will also appear in the next update to the <a href="http://www.fdlp.gov/component/docman/doc_download/236-webtech-notes">interim WEBTech Notes Excel file</a>. These records will not be added to the WEBTech Notes application until the official launch of the application.</li>

			<title>Availability of TIAS and and U.S. Treaties and Other International Agreements</title>

			<description><![CDATA[<p>At this time, the Department of State is publishing the <em>Treaties and Other International Acts Series</em> (TIAS) (S 9.10:, item number 0899) on-line for dissemination to libraries in the Federal Depository Library Program. The Department of State remains behind by several years in its publication of TIAS prints, but is making efforts to get up to date. GPO recognizes that <em>U.S. Treaties and Other International Agreements</em> (S 9.12:, item number 0899-A) is on the Essential Titles List. and GPO has been working continuously with the Department of State on publications issues.</p>
<p>The last print issues distributed to Federal depository libraries were:</p>
<ul>
<li><em>Treaties and Other International Acts Series</em>: TIAS 12854; and</li>
<li><em>U.S. Treaties and Other International Agreements</em> Vol. 35, Part 5 1983-1984.</li>
</ul>
<p>The Department of State has electronically published over two hundred agreements in the Treaties and Other International Acts Series, beginning with TIAS 12855, and has posted these agreements on the Department’s <a target="_blank" title="Office of Treaty Affairs." href="http://www.state.gov/s/l/treaty/index.htm">Office of Treaty Affairs Web site</a>.  Library Technical Information Service will be cataloging and creating PURLs for these electronic versions.  The records will be available for download in the <a target="_blank" title="CGP." href="http://www.fdlp.gov/component/weblinks/68/25"><em>Catalog of U.S. Government Publications</em></a> and via the <a href="http://www.fdlp.gov/home/tutorials/168/252-z3950faqs">Z39.50 gateway</a>. The format for item number 0899 for <em>Treaties and Other International Acts Series</em> (slips) (S 9.10:) has been changed to P and EL to reflect the addition of the electronic version.</p>

			<title>Change in LSCM Cataloging Practice Provider-neutral model</title>

			<description><![CDATA[<p>Library Technical Information Services (LTIS), Bibliographic Control (Cataloging) staff is making a change to cataloging practice effective August 1, 2009.  The Program for Cooperative Cataloging (PCC), Bibliographic Cooperative (BIBCO) has recently modified its cataloging practice for electronic resource monographs LTIS has evaluated the change in practice and has decided to adopt the BIBCO requirements for cataloging following the provider-neutral model. LTIS will be applying this cataloging practice to all electronic resource monographs cataloged beginning on Monday, August 3, 2009.</p>
<p>LTIS staff will not be modifying older records in the <a title="CGP." href="http://www.fdlp.gov/index.php?option=com_weblinks&amp;view=weblink&amp;id=25&amp;catid=68">Catalog of U.S. Government Publications (CGP)</a>, only modifying existing records found in the OCLC database that will be added to the CGP.</p>
<p>This change supersedes GPO guidance on “<a title="Cataloging Digital Reproductions." href="http://www.fdlp.gov/index.php?option=com_content&amp;view=article&amp;id=415:digrepmono&amp;catid=16">Cataloging Digital Reproductions</a>” issued on issued on May 20, 2009. This information on the FDLP Desktop will be revised to reflect the change in practice.</p>
<p>The BIBCO policy is available for review <a target="_blank" title="BIBCO Policy." href="http://www.loc.gov/catdir/pcc/bibco/PN-Final-Report.pdf">here</a>.</p>
<p>The BIBCO documentation identifies the specific MARC fields that will be changed or modified. For an example of a cataloging record cataloged under the new practice, see CGP system number 000648752 (Use expert search, sys=000648752).</p>

			<description><![CDATA[<p>LSCM staff is continuing to transcribe and convert to MARC 21 the bibliographic metadata contained on the cards in GPO’s historic shelflist.  The first batch of converted records was loaded into the Catalog of U.S. Government Publications (CGP) in May. Additional records will be made available as they are converted.</p>
